The Basic Law provides for a bicameral legislature presided over by the ‘Majlis Oman’ (Council of Oman). It consists of the ‘Majlis A’Shura’ (Consultative Council) whose members are elected by Omani citizens to represent the various wilayats, and the ‘Majlis Al Dawla’ (State Council) whose members are appointed by the Sultan.
The legal system is based on Islamic Shariah law and English common law, with ultimate appeal to the Sultan. Capital punishment is rare and subject to review by judicial and religious authorities.
The Sultan has reportedly said that his country is not yet ready for full parliamentary democracy, implying that he considers this as the way forward. Nothing has been publicly finalised, although in November 2002 every Omani citizen over 21 years was granted the right to vote. |
