Oman’s system of government is an absolute monarchy and hereditary through the male line of Sayyid Turki bin Said bin Sultan of the Al Busaidi Dynasty, the great great-grandfather of the present ruler, His Majesty Sultan Qaboos bin Said. He is the Head of State and Supreme Commander of the Armed Forces. He is also Prime Minister, Defence Minister and Foreign Minister, although the day-to-day running of these and various other ministries is performed by a Council of Ministers. The political and economic capital, and seat of government, is Muscat. Musandam (khasab) falls under Wilayats.
Given Oman’s history of warring factions, it would have been difficult to put in place any kind of long-lasting economic, social and political reforms without some form of constitution. In November 1996, His Majesty passed the Basic Laws of the State. It is not actually a constitution in the official sense, but it does outline a series of basic human rights for Omani citizens. More importantly, it defines the rules of succession, as the Sultan has no children.
